Federal appeals court reinstates most of Texas' abortion restrictions

A federal appeals court issued a ruling Thursday reinstating most of Texas' controversial new abortions restrictions, just three days after a federal judge ruled they were unconstitutional. 
The decision by the panel of judges at the 5th Circuit Court of Appeals means as many as 12 clinics won't be able to perform the procedure starting as soon as Friday.
The panel said the law requiring doctors to have admitting privileges at a nearby hospital can take effect while a lawsuit moves forward. The restrictions could take effect Friday.

Failures go far past the ObamaCare Web site

ObamaCare largely outlaws charging less to younger or healthier people and more to older, less-healthy ones; insurers have gamed this rule by only offering plans in select areas, plainly those where they believe the underlying demographic and socioeconomic trends will allow them to come out ahead.
A recent survey by Credit Suisse looked at 36 federally-run exchanges, plus six state exchanges where data was available. It found that Aetna is offering health plans in just eight of these 42 states — and is even more selective in the counties where it chose to play. In Florida, for example, Aetna was only operating plans in 23 of the state’s 67 regions. (In most of the country, state regulators long ago designated “regions” for insurance-pool purposes; the new system pretty much sticks to those maps.)

The registry was estimated to cost in total $119 million, which would be offset by $117 million in fees. That’s a net cost of $2 million. Instead, by 2004 the CBC (Canada’s PBS) was reporting costs of some $2 billion — or a thousand times more expensive.

Will the family continue to exist under communism? Will the family remain in the same form? These questions are troubling many women of the working class and worrying their menfolk as well. Life is changing before our very eyes; old habits and customs are dying out, and the whole life of the proletarian family is developing in a way that is new and unfamiliar and, in the eyes of some, “bizarre”. No wonder that working women are beginning to think these questions over. Another fact that invites attention is that divorce has been made easier in Soviet Russia. The decree of the Council of People’s Commissars issued on 18 December 1917 means that divorce is, no longer a luxury that only the rich can afford; henceforth, a working woman will not have to petition for months or even for years to secure the right to live separately from a husband who beats her and makes her life a misery with his drunkenness and uncouth behaviour. Divorce by mutual agreement now takes no more than a week or two to obtain. Women who are unhappy in their married life welcome this easy divorce. But others, particularly those who are used to looking upon their husband as “breadwinners”, are frightened. They have not yet understood that a woman must accustom herself to seek and find support in the collective and in society, and not from the individual man.

Recently, China entered an agreement with the European Union to swap currencies, forgoing purchases of U.S. dollars -- the world's reserve currency -- to finance transactions. Both of these activities are a consequence of the risk associated with astronomical U.S. debt, almost doubled since President Obama took office. On October 11, China called for the world to be "de-Americanized," its leaders ridiculing Washington over the shutdown impasse.

U.S. debt jumps a record $328 billion — tops $17 trillion for first time

U.S. debt jumped a record $328 billion on Thursday, the first day the federal government was able to borrow money under the deal President Obama and Congress sealed this week.
The debt now equals $17.075 trillion, according to figures the Treasury Department posted online on Friday.

Golden Hammer: Energy Department pays out millions for contractors’ food, drink

In the past five years, the Energy Department has poured more than $1 billion into developing a hydrogen fuel cell. But the agency’s the inspector general warns that 10 percent of that total might have been wasted by contractors’ wining and dining.
“Funds spent on questionable and/or unallowable costs may reduce the amount available to complete project objectives and represents wasted and misused taxpayer dollars,” the IG said.

If he wants to keep his monthly payments in check, the Carpentersville resident is looking at an annual deductible for himself and his 7-year-old daughter of $12,700, a more than threefold increase from $3,500 today.

146,000 Michiganders - at least - face loss of cheap policies under new health care reform rules

At least 146,000 Michiganders — and possibly thousands more — with health coverage purchased directly from insurers now are learning their polices will end Dec. 31 because they don’t meet the minimum requirements of the federal health care act.
Under the law, each policy must cover essential benefits in 10 categories. Instead of beefing up these policies, insurers are opting to drop them, advising consumers to consider other policies that are now available either from the insurers directly or though the Michigan Health Insurance Marketplace, also known as the state exchange.

Lower 2014 income can net huge health care subsidy

Take, for example, Jacqueline Proctor of San Francisco. She and her husband are in their early 60s. They have been paying $7,200 a year for a bare-bones Kaiser Permanentehealth plan with a $5,000 per person annual deductible. "Kaiser told us the plan does not comply with Obamacare and the substitute will cost more than twice as much," about $15,000 per year, she says.
This new plan, Kaiser's cheapest offering for 2014, would consume about 25 percent of their after-tax income. The new plan still has a $5,000 deductible but provides coverage for things her current policy does not, such as maternity care, healthy child visits and coverage for dependents up to age 26. Proctor has no use for such coverage, since her son is 30.
Premiums are also going up for many people next year because insurers can no longer deny coverage to people with pre-existing conditions or impose lifetime coverage caps.
