But private property ought to be protected against much bigger
things than burglars and pick-pockets. It needs protection against
the plots of a whole plutocracy.  It needs defence against the rich,
who are now generally the rulers who ought to defend it.

They do not really want to give him any 
political power.  They are willing to give him a vote, 
because they have long
discovered that it need not give him any power. 
They are not willing to give him a house, or a wife, 
or a child, or a dog, or a cow,
or a piece of land, because these things 
really do give him power.
