Elgin man who sexually assaulted, killed toddler to be freed from prison after serving half of 48-year term

 Cayce Williams, 47, pleaded guilty in 2006 to the first-degree murder and criminal sexual assault of Quortney Kley, the daughter of his former girlfriend, in exchange for the prison term.
